Avoidable if people followed the rules. 5MPH at night means just that. Also having your lights on another requirement. People need to be better educated. Requiring a boating safety course would be a good place to start. The police are out there every weekend usually until late at night but they can't be everywhere.

Vineland Flotilla 33 will offer a state of New Jersey approved Boating Safety Course from 6 to 10 p.m. June 22, 24 and 25 at the North Vineland Fire Hall, 185 W. Forest Grove Road, Vineland.
Linn-Benton Community College is offering the American Boating Safety course at the Lebanon and Sweet Home centers this spring.
MADISON – The New Jersey boating safety course, now required for all New Jersey boaters or personal water craft (PWC) operators will be given on Monday and Tuesday, April 20 and 21, at the North Star Athletics Club, 93 North St. in Madison.
